Way of Overlord-Chapter 429: Measures and Policies
Chapter 429: Measures and Policies
"But Cha Ner Ul could always harass these merchants if he wanted to hinder the integration of these areas"
Aeryon did not worry about the north now that Norgai has surrendered and he did not worry about the border on the east as he borders Utgard and Dayan
Dayan would get wrecked by Nogai tribe later so there is no chance that they could even provide a force to harass his merchants
The only one that would have the time, the resources and the desire would be the Cha Ner Ul Alliance
"And I need to win the merchants on my side" Before there are some measures he did not promote because ethe time is not right
Now, the time is right
And certain things he had delayed before could now be implemented
"I could ask Xiwanu and Lughan to recruit some people to protect the trade routes, establish new markets"
There is a lot of new markets that could be established here. The area of Wustkazan is closer to the north and they could trade more easily with the merchants from the Central and the Northern parts of the Steppe.
Aeryon Brolgadhr tribe is situated in the lower south. Most of the time when an item reaches his area from the north, the price is very steep
Which is why Aeryon tribe usually only trades with the merchants is coming up to the north instead of coming down. The Yan merchants and merchants that come from Zhou.
"When the supplies between the south and the north could easily be exchanged, then this area would be more prosperous"
Prosperous is an odd word for the Steppe.
They did not have palaces like Yan and the measure of measuring prosperity is different from the people of Yan
And it is not like he could sell things like ceramics.
What they want they take.
Productivity in the Steppe is even lower than the productively in the settled society. Aeryon himself did not think to create a business empire
It just could not be done in the Steppe.
At least not yet.
And this is not the time to think about creating a business empire
This is not the era to create a business empire.
This is an era of lawlessness and the power of someone is measured by how strong he could wield his weapon and the courage to swing it
"What else should I told Belarion"
"Ah" he thinks of something but the moment he thinks of it he sighed.
He did think of something very important.
But he also knows this is something that he himself must do
And he already did some of it when he first take this area.
Build alliances with the clans and the small tribes around here. Some of them are quite the powerful clan and local leaders.
It would be nice to just force them to submit but Aeryon did not want to waste more time here in the north.
There is some news that he had received that made him wanted to quickly return to the south
The news is quite concerning but not urgent enough that he must return immediately.
So, he must compromise a bit with the small clans and small tribes
These small clans and tribes is not that important in the grand scheme of thing
But one could not force them either
This is because these clans and tribes did not have large territories so in the case they did not like what is happening here, they could just pack up and go away
Even though Aeryon did not need them that much, having their support would be easier. Even more so, if he could persuade them to join under his banner.
This is not the first time that Aeryon is doing this.
He had done this before. And Aeryon could guess what these chief would do
In the beginning they are reluctant.
But once they tasted the benefit of being under the banner of Brolgadhr in the end they would submit and surrender sincerely.
Aeryon would offer them position of powers in the past but as he is about to establish merit system all he could give them is position of some privileges and resources if they are valuable enough
"Maybe, just exchange gifts with them. Give them some gold and some resources"
That would be enough to placate them.
When they see the power of the Brolgadhr tribe and see the situation of the world, then they would surely think of my tribe Aeryon thinks to himself.
"If this is Yan region or the Roma regions I might even need to strengthen cultural ties" Aeryon almost laugh when he thinks of this.
This idea is not something that comes out of a whim
He had been thinking about it.
It was when he was thinking of attacking Nurshira.
Before he goes to Nurshira he had another objective.
He wanted to see how strong is Yan dynasty organizational power.
The fact that Nurshira falls without even any reinforcement and the fact that the warriors band and tribes of the Great Steppe able to terrorize that area shows that Yan dynasty influence no longer reaches the countryside.
That is a good thing for the Steppe.
The Central Plains of Yan and the Steppe is far away.
Even more so in this world.
Aeryon does not have an accurate map of the world and even the map that he had about the tribes and the clans and the other settlements in the Steppe is only around his area.
As for the others he get it from the merchants that requires it when they are navigating across the Steppe
Even then he did not have full knowledge of all the tribes and all of the clans.
But one thing is clear to him. And that is the size of this world is larger than his original world.
The Steppe itself is large.
And Yan is also large.
But if some of the merchants words are to be believed, the Yan dynasty area is not as big as the Steppe.
At least in this world, that stays the same
What they do have is fertile land and rivers and mountains that the Steppe did not have.
To be more accurate, they have more fertile lands and more rivers and mountains.
The Steppe does have some fertile lands and they do have mountain even though it is sparse and they do have a river system though the only major river that they have is the Empatarah river that connects all the river streams across the Steppe.
It is around the major streams of this water that there is some fertile lands.
But to compare it with Yan where one could see a field of wheat stretching as far as they eye could see is a scenery that could not be seen in the Steppe
Aeryon when he attack Nurshira in the past, he does have the intention to take the north of Yan if the Yan is weak.
So, at that time, Aeryon did think that if he takes the region of Yan dynasty how should he governs it.
Nationalism is not yet a thing in this world. The concept of ethnonationalism is not that high yet especially in the border regions.
People still fight for their interest and Yan people does have a history of defecting to the Steppe and vice versa.
The Steppe has long needed a unifier and in the lack and absence of such a unifier, they were divided even more by the empires around them
The one that always benefited from national and ethnonationalism has always been the one sitting at the top.
Drove the people to the death to win benefit for the ruling class. When the land is won, it is not the people that fought for it that would get its benefits.
They get the scraps and the noble get the lion share.
Even those in the modern world is fooled by this.
They fanned nationalism for their interest.
It could be used as a distraction from real issues, directing the anger of the common people towards external enemies or internal minorities, while the elites avoid accountability for their failures.
It is the same in the modern world as it is now for the people of Yan.
The scholars and the noble families fanned the hate toward the Songnu people and Sirong people and the other aces they called barbarians by calling them invaders.
And some of it is true. There is raiding parties of the Songnu and Sirong people in the past and even more now.
But in the past, there is only a few. But when the border nobles send the report to the imperial city they exaggerate the danger and the tragedy.
Then this hatred toward the minorities is fanned even harder by the nobles that is related to the nobles in the border.
The army send people to attack Songnu and Sirong people.
Some of them are undoubtedly is the perpetrator. But some of them are not. And that laid the embers for rebellion.
The distrust between the minorities and the majority grew.
And since then, the Songnu and Sirong people become even more rebellious and the nobles uses this as a gotcha moment telling the world that they are right, that the people of Songnu and Sirong, these barbarian tribes are really rebellious.
