Chapter 440: The Affairs of the West

And to show the ability of the chief of Khagai, Valgrun even open up trade routes connecting not only Khagai and Brolgadhr regiosn but also reaching to the north and the west.

It means Khagai tribe wanted to open once again the trade routes to Zhou.

Khagai could not do it in the past because Bolghar is the one that reap all the benefits and they have the power to intimidate the low-level tribe.

But now that Khagai tribe become the strongest on the westernmost side, he would make the law.

He did not even forbid others.

Because there is no need.

The other are small tribes and he is the only large tribe among these small tribes in the west if he did not account for the Cha Ner Ul Alliance.

The battle and how he won also made him more formidable in the eyes of the other chief.

Valgrun method is to incentivize the recovery of the region.

There is tens of thousands of people that have died during that battle.

One flood drained all of the men of Bolghar and countless warriors and heroes were defeated and have all of their heroic erased to elevate Valgrun

The other chief could see that this is to strengthen trade economy. Economy itself is a side of leadership that most chief in the Steppe do not understand that much

Even more so, thing like investment, banks and currency. But Valgrun had spoken a lot with Aeryon in the past and there is active correspondence between these two.

Since one lived near the central region of the lower south and the other lives in the westernmost part of the Southern Great Steppe, when they do correspond, they do not talk about feeling but talk about the world and the methods of governing the world

These two people, with different age is like bosom friends that have met too late in life.

Even though their circumstances and age is different, they both regarded each other as friends.

In those correspondence Aeryon once explain to him about some methods of economy

Khagai chose herd economy as this is the economy that the Steppe is doing but with some adjustment and improvement.

He knows that he needs to establish new markets toward Zhou and the further north and the other western border tribes.

Valgrun believe what Aeryon had said.

Fear and punishment is not the only way to ensure peace and loyalty.

A flourishing economy would always ensures peace and loyalty, when they tasted the benefit, rebellion is costly.

There is some wisdom in those words that Valgrun did not yet fully understand.

But one of the first thing that Valgrun put into motion was a plan.

The plan is to establish Khagai stronghold in the region closest to Zhou border and in the central region between both region of Khagai and Bolghar.

Instead, of creating a new khanate, Valgrun wanted to unite these two region into one and it could be considered a Khanate of their own

The stronghold , a central camp is needed so that he could station his force easily with more protection and collect tribute from some other small tribes and clans.

When it is finished it would serve as both military base and an administrative hub

This would ensure Khagai dominance and deters rebellion in the region

Valgrun policy could be summarised, Integrating leadership, train and rebuild, unifying the warriors, exemption and fair tribute, and focusing on the economy

When Valgrun held a feast and brought the sons and daughters of Bolghar tribe to join, he drinks his Ayrag out of the leather pouch and then he walk to the middle of the crowd and he said.

"To conquer is to destroy what stands. To rule is to rebuild what remains. The Bolghar will know the strength of Khagai arms, but you will also see our wisdom in the harvest and our justice in the saddle. If you rise with us, your sons will ride in our vanguard, and your lands will bloom beneath our banners."

Unlike the other rulers that has risen in this new era of contention, Valgrun did not seem eager to proclaim himself Khan.

Instead, he took the title of Warden of the West.

When he took that humble title, many of his warriors objected. There is a whole story about him rejecting to called himself Khan

But Ota suggested that he should at least be called Uluq Beg. This is also an old title that could be found in the old tomes and old stories

The name means Great Lord if it is translated directly.

It is a more grounded position, and a title just below Kan. Some knows the secret alliance between the Brolgadhr and Khagai tribe

Some speculated that Valgrun did not want to fight the other two candidate that wanted to unify the Southern Steppe.

There is many speculation and reasonable excuse for not wanting to declare himself Khan. But he at least could take the title below the Khan.

But Valgrun insisted. And now, to the Southern Great Steppe, there is a Warden of the West

[Warden of the West: Khagai region, Valgrun the Warden of the West]

...

The westernmost region of the Southern Great Steppe has now been settled.

Summer is approaching and even though the East is now settling down, with the overwhelming victory of the Khagai tribe, there might be some moves in the middle of summer.

Even before Valgrun could set up many of his policies, there isa already rumours that he would probably took Toghrul and Tare tribe later to combat the Cha Ner Ul Alliance.

Time would tell whether these rumours are true or just a fabrication.

But Khagai is not the only overlord forces in the West. What is different between the West and the East is that in the eats there is only one rising and powerful force that is now dominating the area.

But in the west, there is countless of terrifying wolves eyeing each other, ready to pounce the moment they see a weakness.

It is full of competition and now a breeding ground for great warriors and heroes.

The other overlord force in the west is none other than the Cha Ner Ul Alliance.

To understand the current situation of the Cha Ner Ul Alliance one had to look at the current strength of each of the tribe inside the Cha Ner Ul Alliance

The story of how it started was quite interesting.

Chagai tribe brokered the peace between Nergui and Ultar tribe and then transformed these two tribes into an alliance of interest

The Three Great Power of the West as they are now known.

Chadha the chief of Chagai managed to make the Ultar and Nergui tribe to put aside their mutual animosity in each other to focus on external expansion.

This led to chief like Aeryon to say that Chadha has the gift of the tongue, Silver tongue Chadha as his nickname and many other names that exalted his ability to change the pattern of the world with the use of words.

Some Ashaan is very much impressed.

This is the ultimate use of the power of Words to bring peace and provoke war.

Chadha change the pattern of the Steppe relying only on his mouth and words.

And the chief of the Steppe had a hard time accepting this

Look at all, the overlords in the Southern Great Steppe right now. Which one of them did not risk their life to have their current fame and fortune?

Look at Aeryon the Kan that rules countless of tribes and have tens of thousands of men and horses

Aeryon had to fight and recruit armies, uses all kinds of resources.

Dama had to fought perilous battle to prove himself to his tribe, and subdue the mountain men.

Khagai had to wait for the right moment and strike at the right moment to gain great power and influence

But Chadha came to fighting tribe, speaks some words and suddenly he got himself ten thousand men and ten thousand horses.

How could the other chief not feel envious and jealous.

This paved the way for Chagai to move toward the west and attack Haltur, Nergui to take a bit of Aksak tribe and the Ultar to defend against the northern tribes

This alliance also kept the balance of power in the west stable which each of the participating chief saw as in their best interest

And since this Alliance has been created, they set the stage to today where the dominance of the west was only but an inch.

And with the alliance these three tribes suddenly discovered that they become very strong.

All the small tribes and clans around them were conquered almost immediately and in just a matter of a few months of expansion, each one of them have the ability to call themselves a strong tribe.

Then Chagai attack Haltur which started the entire invasion of the west.

The four small tribes near Haltur all send their warriors but Nergui and Ultar also send warriors.

Ultar did not have to worry about Aestan and Oglan tribe on both of their side of the border

If any of those tribes could reach an agreement, they would be able to force Ultar to recall back their warriors.

But there is no if
