Robin has given the most important task to Amber which is to spread the medicine that Yoriichi prepared due to the fact that Robin felt that this might be the safest option they have available

Since they wanna make sure that Butler will get this medicine inside his body without being noticed by anyone because thats the only way medicine will be effective

Otherwise, if the target notices someone feeding him or sees someone nearby then it might alert his brain and cause medicine to be less effective or even not effective at all

Which is why they want Butler to think that all things are going according to him as this will be the best way that medicine will work

Since this is the first time he has seen Amber, he had no idea how smart or obedient Amber is as hearing and understanding what Usopp was saying, Amber couldn’t help but become angry
